TELL SANTA, DAT = Tell Santa that
You don't need a comma before a "that" clause.

IZ BEEN = I've been
This is a contraction: I've = I + have.

NICE = nice,
You need a comma between these two phrases.

NOT NOTTY. = not naughty.
The word "naughty" means to be badly behaved, to misbehave.

The words are from a famous Christmas song called "Santa Claus is Coming to Town."

He's making a list
And checking it twice;
Gonna find out
Who's naughty and nice:
Santa Claus is coming to town!
