The name "Santa" here is a vocative inserted into the sentence, so it is set off with a comma both before and after.

I CAN HAZ = can I have 
English has a special word order for questions:
I can have a cheeseburger.
Can I have a cheeseburger?

CHEEZBURGER? = a cheeseburger?
Don't forget the definite article: a cheeseburger.
