DID U SAY MEOW?? = Did you say meow? You only need one question mark. If you want to use more for emphasis, then use three. If you use only two, it looks like a typo. Did you say meow??? HOW U LERN = How did you learn SPEEK KAT = to speak cat SO GUD??  = so well? "Good" is the adjective ("a good cat"), and "well" is the adverb.
